  14. <p>   How should we follow the path of opening up to the outside
  15. world? How should we build the economic and technological
  16. development zone?
  17. </p>
  18. <p>   The provincial committee of foreign economic relations and
  19. trade and the provincial office in charge of opening up to the
  20. outside world held a meeting of all development zones in Dandong
  21. from 17 to 18 August to sum up and exchange experiences and to
  22. discuss and study principles, policies, and methods for building
  23. and managing development zones. Development zones in Dalian,
  24. Shenyang, Yingkou, and Dandong cities respectively introduced
  25. their experiences at the meeting. The participants visited the
  26. Dandong Development Zone now under construction. The zone is
  27. located near a river. Assistant Governor Gao Guozhu attended the
  28. meeting and gave a summing-up speech. He said: The past year and
  29. more marked the fastest development rate and greatest
  30. achievements in our province's development zones. The rate of
  31. building infrastructure facilities was accelerated, the
  32. investment items increased rapidly, and the trans-country
  33. companies entered the development zones. The level and grades
  34. of development zones improved continuously. Reforms have
  35. perfected the management system and given rise to a number of
  36. export-oriented specialized communities.

  38. <p>   Gao Guozhu said: The development zones have played an
  39. important role in the province's social progress and economic
  40. development, brought in much revenue and advanced technology
  41. and equipment from foreign countries, Hong Kong, Macao, and
  42. Taiwan, accelerated the rate of transforming Liaoning's old
  43. industrial base, and expanded exports to earn foreign exchange
  44. and exchange for capital goods badly needed in the country. In
  45. the course of production and operation, the development zones
  46. have also brought in scientific management methods that are in
  47. harmony with international practice, cultivated and trained a
  48. batch of export-orientated personnel with pioneering spirit, who
  49. knew the national condition of China and international economic
  50. situations well.

  52. <p>   In reference to future work, Comrade Gao Guozhu stressed: We
  53. must unify thinking, support the construction of the development
  54. zones in many ways, make planning conscientiously, lay a good
  55. foundation, and prevent all departments from acting as they see
  56. fit and from working perfunctorily. In formulating capital
  57. construction plans, we should act according to our capability,
  58. and strictly select projects to be carried out in the
  59. development zones. We should persist in setting a high starting
  60. point and seek high efficiency and high speed while carrying out
  61. export-oriented projects in the development zones. By no means
  62. should we act as a hungry man who does not make any choice of
  63. food, and bring in projects blindly. We must comprehensively
  64. enhance the level and grade of the development zones.
